IVS Writ of Clarification-Right of Succession
1: To succeed the Divine Emperor from the Eternal Throne, the Emperor must first appoint an Arbiter, the title for the heir to the Throne.
2: If no imperial heir is appointed and the Emperor resigns from office, the High Council must first appoint the current Imperial Admiral with the tittle of Lord Marshall, the de faco leader of the IVS. Then the Council must fully elect and recognize an appropriate successor for the Emperor.
3: Anyone who self appoints himself as the Emperor without legitimacy from the Council is considered a usurper and a traitor.
4: When an Arbiter is chosen, he must be taught to lead a clan by observing the affairs of the High Chancellor, Imperial Admiral, and the current Divine Emperor. This will show the responsibilities of being a leader by understanding the complex systems of an empire.
5: If a majority of the Imperial Council disagree with the Emperor's choice of an Arbiter, a vote of no confidence can be conducted to decide if the current Arbiter will retain that position.
