IVS Overview -History of the Empire
In the year 2490, Nakai Vodar was born on the Sangheili colony of Hesduros at the dawn of the Human-Covenant War. From the day he stood, Nakai was a born warrior by defeating his own kin during training exercises before he joined the Covenant military in 2515 assuming the "-ee" suffix in his last name. As he fought, learned, and won every battle over the course of the war, Nakai was quickly elevated through the Covenant ranks for his brilliant military mind and for his persuasive speaking. Unlike most Sangheili soldiers, who were loyalty to the High Prophets and fought in the name of the Great Journey, Nakai showed no loyalty to the Prophets and wasn't a religious man. He was only loyal to the Sangheili people. By mid 2552 he rose to the rank of Fleet Master of the Fleet of Particular Justice and became Thel Vadam's loyal second-in-command. When Thel was stripped of his position of Supreme Commander for failing to protect Alpha Halo, Nakai took his mentor's place and led the fleet to protect the Covenant capital of High Charity. When the Great Schism erupted, Nakai was ordered by his old mentor to blockade High Charity from the Flood after the Covenant Separatist formed an uneasy alliance with the UNSC. When the Great War finally came to a conclusion, Nakai, as well as other Separatist leader, left for Sanghelios to rebuild a new era for their species.
But all that Nakai found in the last ten years was civil war and chaos. Shortly after the war had ended, Sanghelios became divided by the rebellious Servants of Abiding Truth and those loyal to Thel. This resulted in a massage siege in Vadam which was soon foiled when the UNSC Infinity fired MAC blasts at the state and defeted the Servants. Six years after the failed attack, Nakai led a fleet to escort Thel to Ealen IV for peace negotiations with the Jiralhanae Chieftain Lydus, aided by the UNSC. After he lost communications with the surface, Nakai ordered his ships into battle formation in preparation should the Brutes plan to attack. Before both side engaged one another, Captain Laskey of the UNSC Infinity informed them that the Covenant mercenaries, led by Vata 'Gajat, had attack the summit. Nakai quickly ordered drop ships to be deployed to aid the delegates, but 'Gajat's forces retreated before troops could arrive. The negotiations have failed and the Arbiter and Nakai left once more for Sanghelios.
Five years later, the elders of Vsadam named Nakai Kaidon of the state of Vadam as Thel was lying on his deathbed. As soon as he was crowned, Nakai ordered the ruined state to be rebuild and to be renamed New Vodar as the new capital of Sanghelios. After the state was rebuild, Nakai saw that the other Kaidons were arguing among themselves in the other states. Nakai quickly organized a meeting with all the Kadions in New Vodar and being the persuasive speaker, he convinced all the Kadions to throw aside their petty disagreements to rebuild their nation into a great empire that would rival the power of the Covenant. Two days later, Nakai broadcast an incendiary speech to the Sangheili people declaring the end of the civil war and the birth of a new empire with him as it's ruler. All across Sanghelios, the citizens bowed in respect to Nakai's love for it's people. And so the Imperial Vanguards of Sanghelios rose with Nakai Vodarous as it's first Divine Emperor. Soon after Nakai's coronation, he had his fleets venture to the neglected Sangheili colonies, such as Hesduros, and old Covenant worlds. Then the new Emperor had his fleets settled on human world that were left barren after the Human-Covenant War for the empire. Within the decade, hundreds of worlds were under the Vanguard regime. This period was remembered by the Sangheili as the Great Expansion. Nakai started making political reforms onto Sanghelios by firstly abolishing the old feudalistic order that dominated the Sangheili. Then he established the Writ of Clarification as the main constitution that will ensure to his people that the Sangheili would not be ruled under a oppressive regime as the Covenant did. He then created the High Council of Elder to officially govern the empire, similar to the Covenant's High Council. He finally established the Ministry of Concert to connect the Imperial government to the needs of the people. To this day Nakai rules the empire within the Imperial Palace of the Eternal Throne in New Vodar as a kind, demanding, and just ruler.
