IVS Writ of Clarification-Codex of Sovereignty
1: As the Divine Emperor, he is the nation's official sovereign ruler and monarch. He rules the Vanguards within the Eternal City, the capital city of the IVS. When he his present before lower ranking members, he must be addressed as "Your Highness". His reign over the Vanguards last until a 2/3 vote from the High Council of Elders if they see that he has exercise his powers in a corrupt state such as an unofficial declaration of war or removing members for unjustified reasons. He possesses the official powers as listed below:
- Head of State of the Vanguards.
- The Head diplomat of the Vanguards.
- Veto a parliamentary vote if justified.
- Has marshal authority over military operations along side the Imperial Admiral.
- Promote a new Imperial Admiral, the Commander-In-Chief of the IVS military.
- Initiate an Arbiter, the heir to the Eternal Throne.
- Enforce the Writ Of Clarification along with the High Council.
- Promote high ranking officials such as high ranking Infantrymen, Zealots, and Councilors.
2: The High Council of Elders, known also as the Imperial Council or simply the High Council, is the legislative body of the IVS government. The Council is headed by the High Chancellor. Opposed to the Covenant's High Council, the Imperial Council serves to preserve the honor and freedom of the Sangheili. Division leaders also have a seat on the council along with the official councilmen. The High Council of Elder's powers are as listed:
- Improve the Writ of Clarification.
- Ratify treaties and/or alliances.
- Declare war with a 2/3 vote.
- Vote to improve clan training or regulations with commanders.
- Oversee trials for high ranking members who have violated the Writ's constitutional laws.
- Observe military training, such as Infantry, Spec Ops, Rangers, and Imperial Security.
3: The Imperial Admiral is regarded for his command and strict manner. He is the head of all IVS Military activity for the Empire. He is only bellow the High Council and the Emperor. The Imperial admiral is considered to be the official Second-In-Command of the Vanguards. He answers only to His Imperial Majesty's authority and operates the military when he isn't present. The Imperial Admiral's power are as listed bellow:
- Full control over the Imperial Armed forces. These include the Imperial Army, Navy, Air forces, and special forces.
- Has the power to promote, demote, or remove anyone from the military. All three require justification.
- Elect new leaders of different legions and remove them from their lances.
- Has a spot on the Imperial Council with the High Chancellor and the Emperor.
